Wrong forum, this one's for cymbals, but...

Try some light scrubbing with some WD-40 and a wire brush, or some light steel wool. Works wonders.

The best way that I have found to clean lugs is first to not let them get dirty. Maintain your kit. If for some reason they get mucked up, use a very fine steel wool. ( 000 steel wool is the best ). This works wonders!

I agree, and to add to that I use Turtlewax chrome polish. Anything meant for chrome on a car is great for chrome on your kit too!

Ok, I restore drums for money and heres the extreme way to do it. Soak it in strong chemicals, one inhale of the fumes should set you on a head trip. Denatured alchohol, goof off, mineral spirits, acetone acetone acetone!!! Soak the lugs overnight, those chemicals will eat through the rust! If you dont need somthing that etreme the drum restorers standby is dawn dish soap and bon ami mixed with water, which can be applied by rubbing or a soak overnight.
