a new finish,
like strip it
it probably has a wrap
get a blowdryer or heatgun
melt the adhesive pull off the wrap
sand the shell down to get all the crap off

if it's lacquered sand it off and re-paint or re-stain it

that's what i did to mine and it cost all of 20 bucks

then if you want to can get all new lugs and hoops and stuff but
i wouldn't worry to much about it

I'd say keep it cause you never know when you could use it

When it comes to equip, half the time what it's worth isn't as good as just having it around.

I was going through classifieds with my hommie today (he wants a set and to give drumming a whirl) and it felt pretty good to offer him a lot of my old hardware and snare

Yeah I'd keep it. I have a buddy who hated his Pulse Steel snare because of the buzzing and ringing. I taught him how to tune, he installed an internal muffler on it and with two ply heads the thing sounds pretty darn good. He's kept it and uses it on occasion.
