I keep on trying to do it with one arm, and my whole arm just locks up, and my wrist does all work, making it extremely hard and tiring. How should I go about doing this?

Work on playing them at 40-60bpm. You can't play fast until you develop control and developing control only comes by practicing very slowly. Keep going the way you are and you're going to end up hurting yourself.

There's also a reasonable limit to how fast you can play 16ths with one hand.

Use a Push-pull or down/up stroke.
On the up-stroke you get the 16ths in between the down strokes.

Also, I like to use French grip on hi-hats or ride.

Relax the arm... And the push-pull works too.
I use the Moeller, which is believe is pretty similar to the push-pull, if not the same. XD

Yeah, it's basically the same.
It's a half(or full) Moeller with a Low Moeller.

you get the 2nd note and 4th note on the Up-stroke.

You're playing 2 strokes and getting four 16ths.

Or you can do all 4 on one stroke using Moeller.
It doesn't groove as well this way.(my opinion)

I learned this about 30 years ago from after talking to the guy who played on Weather Report, "Mysterious Traveller."

Try this video, especially starting at 270

Well, it works but that second video is just sloppy technique to me.

I agree...
I just wanted to show him how to execute them with less effort.
I hope that helps.
